The idea behind the name is that one arm is incapacitated be it an injury, holding a child or keeping your drink from spilling! You should still be able to flow smoothly between blocks and strikes and maintain the ability to strike from many different angles.
The tiger can generate a ton of power with just its arms, but leaping out from the cat stance adds your body weight to the counter strikes adding even more power.
